Secretary of Labor Peter J. Brennan, right, and an assistant, William H. Holberg, brief newsmen at the White House Friday on the Comprehensive Employment and Training Act of 1973 after it was signed by President Nixon in San Clemente, California. Its principal feature is the transfer of operating responsibility over manpower programs from the Department of Labor to state and local authorities.
