Police had to move in twice last night to thwart new efforts to break up Saar Premier Johannes Hoffman's pro-Europe meetings. Saar police today tightened their precautions against possible disorders in the weekend plebiscite on the border territory's future. Saar-landers will vote Sunday for or against the French-German plan to give their country an "European" autonomy under Western European Union.
