A former top Pentagon official admitted Tuesday the Johnson administration used a bookkeeper's sleight-of hand to avoid congressional scrutiny of spiraling billion-dollar military assistance programs to select foreign nations. "I think there's no doubt that the effect of the transfer was to reduce the capacity of the Congress to scrutinize the program," said Townsend Hoopes, former deputy assistant secretary of defense for military assistance.
