Dr. Walter Heller today told a House-Senate Economics Committee that President Johnson's tax increase proposal fits well into the nation's need for both flexibility in face of economic uncertainty and restoration of economic balance. Heller, a University of Minnesota economics professor who served as chairman of the Council of Economic Advisers under President Kennedy, referred to Johnson's proposed 6 per cent temporary surtax.
