Bartlett Harvey, Chief of the Economic Programs Division of the Agency for International Development, is shown in his Washington office with pie-type charts illustrating the cash balances of foreign currencies in selected countries. The aid is part of the U.S. State Department. Throughout the world, the U.S. owns more than $3.5 billion worth of foreign money. Under U.S. laws, more than half of the money, while American owned, msut be used for the benefit of other countries.
