George W. Healy, Jr., Editor of The New Orleans Times-Picayune, left, gives a diploma of honorary citizenship to the City of New Orleans to U.S. Ambassador to Belgium Douglas MacArthur II. The presentation was made at the U.S. Embassy in Brussels this morning. Healy is leading a European tour of mission from New Orleans' International House.
