President Nixon was described Friday as ready to announce his administration's policy on dealing with campus disorders. An Illinois congressman said it will be based on two federal students the Johnson Administration did not use. The acting president of San Francisco State College, S.I. Hayakawa, said, meanwhile that bitter issues remained unsettled despite the ending of the nation's longest student strike there.
