Seated with him at the witness table is William Stewart, Philadelphia, a vice president of the McCloskey Construction firm. Gittis, an attorney for Matthew McCloskey, of Philadelphia, denounced Silver Springs, Maryland, insurance man Don Reynolds at the hearing.
