United Nations Ambassador Arthur Goldberg testifies today before the Senate Foreign Relations Committee in its consideration of the peace-in-space treaty. Secretary of State Dean Rusk, left, who also urged approval of the treaty, told the senators that the U.S. has monitoring equipment which can determine whether satellites in space carry nuclear weapons.
