Retiring Federal Trade Commissioner Philip Elman called Tuesday for abolition of his agency. Elman addressed the antitrust section of the American Bar Association at the group's 93rd annual convention here. A veteran of 31 years in the federal government, he recommended splitting the FTC's functions between a single administrator and a trade court.
