Henry H. Fowler, above, after he was named Secretary of the Treasury yesterday by President Johnson to succeed Douglas Dillon. His nomination is expected to get favorable action by the Senate on March 22. Fowler was undersecretary of the Treasury in 1961, an appointee of the late President John F. Kennedy, but returned to law practice in the Spring of 1964.
