Charles Goodell, head of the Presidential Clemency Board, tells a Washington news conference Tuesday the board will go out of business September 15, the deadline set by law. Goodell said the board has processed 12,000 of the 15,000 to 16,000 eligible applicants and granted outright pardons to 50 percent.
