Little damage from last week's Los Angeles earthquake appears from the exterior of the brand new $23.5 million Olive View Medical Center, but the 850-bed hospital has been called total loss because ground floor columns failed. Engineers are studying the facility in the hope of finding answers to a myriad of questions raised about building codes.
