President Johnson today said this "seems to have been a very good week." The President, receiving a report from his Special Commission on Mental Retardation during a White House Rose Garden ceremony, said the past seven days brought "some of the most encouraging reports" in a long time. He cited: an international monetary exchange agreement; accord with the Soviet Union on a proposed treaty language to curb spread of nuclear weapons, and talks with West German Kurt Georg Kiesinger.
