Description
A city council of public and parochial school honor students who unofficially took over City Hall today in the Optimist Club's fourth annual Youth Appreciation Week voted 5-2 to oppose an ordinance which would prohibit the use of go-carts on the city's streets and sidewalks. It was a mock action by a mock council but the seven "councilmen" stated vehemently their approval or disapproval of the proposed ordinance before the vote was taken. Youthful "city officials" discussing administration duties are Mayor Joy Leblanc, seated, Fire Chief Patricia Partlan and Police Chief David Wilensky.

Photo is dated 1960.
