If your friend Jose Garcia in Mexico City should mails some jumping beans to his cousin Manuel in Capetown, chances are the beans would arrive in South Africa planting time only because of an idea which came to Postmaster A. Frank Fairley here in 1946. Fairley's idea was to create a foreign section to the U. S. post office in New Orleans to relieve the almost impossible congestion that the existed in the New York foreign section.
