Louisiana Trio Will Be Decorated. Guatemala to Honor Noe, Morrison, Bermudez. On March 2, three Louisianans will receive La Orden Del Quetzal, highest decoration of the Guatemalan government. The trio, to be decorated at 5 p.m. ceremonies at City Hall, include Mayor deLesseps S. Morrison, former Governor James A. Noe and Mario Bermudez, director of international relations for the city of New Orleans.
