Deputy Superintendent of Police Presly J. Trosclair, Jr, (left) assists Frank J. Bertucci (center), president of the Young Men's Business Club (YMBC) of New Orleans, in presenting a $25 United States saving bond to Patrolman John R. Morse, Jr. Morse was one of 25 receiving the bonds at the YMBC's first annual police recruiting banquet in Teddy's Steak House. Morse and the others were recruited during a one-day campaign drive in February, sponsored by the YMBC.
