Delay Could Prove More Costly, Advice. Developers should build now and not wait for a drop in interest rates, an insurance executive said in New Orleans Thursday afternoon. In an interview at the Downtowner Motor Inn, Thomas F. Murray, vice-president, commercial mortgages, of the Equitable Life Assurance Society of the United States, said that a delay in building such facilities as shopping centers and office buildings in the hope that interest rats might fall would probably prove more costly in the long run.
