John W. Ingram. Alaska Trains Plan Oil Hauls. Official Says Expensive But Feasible. Railroad as well as pipelines will be hauling oil across Alaska once production begins, but the process will be expensive, the US Department of Transportation Federal Railroad Administrator John W. Ingram said Sunday night. "Some feasibility studies are already underway," he said, referring to the recent passage of the Alaskan Oil Pipeline Bill and the possibility of oil shipments via the Alaskan Railroad.
