A land reform law passed by the Peruvian Legislature 60 days ago is the first step in a solution to a land problem which has plagued the country since the 16th century Spaniards conquered the mighty Incas. Most of the cultivable land in Peru is owned by a few men called "hacendados" explained Alfredo Garcia-Llosa, a member of the Chamber of Deputies from Lima, Peru.
