Lawrence Dow, retiring chairman of the Build America Better Committee of the National Association of Real Estate Board, said earlier Monday while attending the convention, "We don'y say always take a bulldozer and knock everything down." Noting that some cities try to clear huge areas at one time, Dow advocated a program of retaining property that can be fixed up."I think you have a very sensible approach here," he declared.
