Nolan Receives S&WB Position -- Fills Unexpired Term of Arthur G, Waters -- Ulisse M. Nolan, 56-year-old New Orleans architect, was appointed Friday to the Sewerage and Water Board by Mayor Victor H. Schiro. Nolan, who represents the Fourth Municipal District (Ward 10 and 11) on the S.&W.B., fills the unexpired term of Arthur C. Waters, former president pro term of the board who announced his resignation as a board member earlier this month. Waters' term was to run until Octorber, 1971.--- Those present at a meeting of architects for the proposed domed stadium Thursday at the Louisiana Stadium and Exposition District offices in the State Office Building included (from left, seated) N.C. Curtis Jr., of Curtis and Davis, project director; David F. Dixon, stadium commission chairman; (standing) Ulisse Nolan of Nolan, Norman and Nolan; Jack Rogers, associated with Skidmore, Owings and Merrill, and John O.
