Postal reform is not dead, despite the fact that President Nixon's postal corporation plan was voted down by a House committee Tuesday. This opinion was voiced Wednesday by W. J. Cotter, chief postal inspector of the United States Postal Inspection Service. Cotter is in New Orleans to participate in the National League of Postmasters convention at the Jung Hotel.
