Rear Admiral John D. McCubbin and U.S. Representative F. Edward Hebert hold the Reserve Officers' Associated Congressional Award and Lt. Commander Donald H. Hicks holds the F. Edward Hebert Challenge Plaque at ceremonies Saturday. The first award for the Outstanding Coast Guard Reserve Unit was presented to the Organized Reserve Port Security Unit 08-82560 here by Representative Hebert and the challenge award was accepted by Commander Hicks on behalf of his group, the Coast Guard Reserve Unit (Houston Port Security) for greatest improvement in overall military readiness.
