Howard Turner, the administrator of public buildings for the city of New Orleans, displays a look of pride during ceremonies dedicating the new Central City Public Library branch at 2020 Jackson Avenue. Mayor Ernest Morial and councilman James Singleton officiated at the opening of the library branch which was renovated at a cost of $70,000.
