Victor Schiro Gives Wreath to Venezuelan Officials, New Orleans. A wreath from the city honoring the 156th anniversary of the independence of Venezuela is presented by Mayor Victor H. Schiro (center) Francisco Quijada, consul general of Venezuela (second from right). The ceremony was conducted Wednesday at the statue of Simon Bolivar, Canal and Basin. Bolivar, a South American hero, was born in Caracas, Venezuela's capital. Representatives of three other "Bolivar countries" are also present. From left are Jose F. Torres-Muga, consul of Peru; Roberto Garcia, consul general of Colombua; Schiro; Quijada, and Pedro V. Carrasco A., consul general of Ecuador.
