Arrow points to ballast trough on the Claiborne Avenue bridge over the industrial canal from which a man tossed rocks early today. - A man climbed one of the piers of the Claiborne Avenue bridge over the Industrial Canal early today and tossed several large rocks onto the bridge roadway. The rocks, about a foot square, are used as ballast when the elevator-span bridge is raised for water traffic.
