National American Bank - Louis J. Roussel, Owner of Building. Standing in the doorway of the Federal Reserve Bank Building at Carondelet and Common is Louis J. Roussel. Roussel, principal stockholder in the National American Bank, bought the building Wednesday for $2,450,000 after a hectic auction. He said he has no particular plans for the building.
