Two symbols of Port Allen's future: 1_10 bridge under construction and freighter docked at the Greater Baton Rouge Port. Ship at Greater Baton Rouge Port dock. Port Allen, a city about 6,000 population, is seat of one of the state's smallest parishes, West Baton Rouge, which is undergoing transition from a sugar-based economy to manufacturing in trade. Mayor William C. LeBlanc expects Port Allen to become a commuter town with triple the present population in 10 years.
