Beach in Portugal's Algarve Province. Rugged cliffs and romantic grottoes encircle bathers.Faro, Portugal- If the Spanish can do it with the Costa del Sol, the Portuguese figure they can make something of the sandy Algarve coast, a 100-mile strip along the southernmost corner of Europe. Wintering jet-setters already approve of the layout with one reservation. There's no gambling. Yet. Half a dozen years ago when I first visited the Algarve it was a quaint string of finishing ports, a quiet summer watering hole for refugees from Lisbon and a few outlanders in search of simple fare at a simple price. The hotels were glorified rooming houses and the trip a long 175-mile ride by car from the capital.
