West Germany's new consul general here, Hans Marmann, said today his people are confident that the Western stand will be strong enough to prevent Communist aggression in his homeland. Marmann, who replaced Dr. Richard Paulig as top West German representative here, expressed the opinion that the Communist are not ready to wage a hot war.
