Donald H. Higgins, long-time New Orleans newsman and former managing editor of the New Orleans Item, died in Portland, Oregon yesterday after a long illness. He was 69. Mr. Higgins was managing editor of The Item from 1941 until he resigned in 1944 to enter public relations work.
