Internal Revenue Service Commissioner Sheldon Cohen goes over his 1966 Federal Income Tax return in Washington before mailing it yesterday, Cohen said he was applying for a small refund due to the graduated withholding tax, but said his return was subject to the same audit as all others. He said he listed his occupation as government official, and not as IRS commissioner.
