Orleans Parish Bureau of Child Welfare - Miss Inez Baker, right, turns over to Miss Edith Faithorn, her dictation machine, which has recorded so many case histories in her long welfare career. Miss Baker leaves her job as supervisor of the Orleans Parish Bureau of Child Welfare today for Washington, D.C. Miss Faithorn, on Miss Baker's staff for 22 years, will serve as acting supervisor. When should negligent parents be prosecuted? When does a family crisis justify placing a child in a foster home?
