Blanchard Jr., chairman of the Water Safety Committee, Metropolitan New Orleans Safety Council, at a Safety Council luncheon Thursday at the Roosevelt Hotel. Edward J. Bagnell, co-chairman of the week's program and father of Miss Bagnell, looks on. Ceremonies are scheduled at the lakefront Sunday starting at 2:30 p.m.
