In Washington, D.C., first of the committees to be appointed under the Fair Labor Standards Act of 1938, Wage Hour Administrator Elmer F. Andrews' Textile Industry Committee met in its initial session to begin drawing up regulations for that industry. A portion of the committee is shown as it met with Andrews. Seated, left to right, are Donald M. Nelson of Chicago, chairman; Elmer F. Andrews, and Sidney Hillman, of New York. Standing, left to right, are R.R. West of Danville, Virginia, and John R. Cheatham, of Griffin, Georgia.
