In Washington, D.C., President Roosevelt, his head bare in the wind, stands at quiet attention before the Lincoln Memorial while a military aide Lieutenant Colonel Horace B. Smith places a wreath at the foot of the Lincoln Statue. A Naval cape thrown over Mr. Roosevelt's shoulders protects him from the cold during the brief ceremony on February 12th, marking the 133rd birthday of Abraham Lincoln. Shown is Lieutenant Colonel Horace B. Smith ascending the steps of the Memorial to place the wreath while the President and his party stand at the foot of the Memorial. In the background may be seen the Washington Monument and the Reflecting Pool.
