ARTHUR J GOLDBERG IN HIS FIRST SPEECH AS US AMBASSADOR TO THE UNITED NATIONS TOLD A 33 NATION COMMITTEE ON PEACE KEEPING THAT THE US WAS ACCEPTING THE "SIMPLE AND INESCAPABLE" FACT THAT A MAJORITY OF THE 114 MEMBERS WERE UNREADY TO APPLY ARTICLE 19 OF THE UN CHARTER --- WHICH STIPULATES THAT MEMBERS MORE THAN TWO YEARS IN ARREARS SHALL LOSE THEIR VOTES IN THE ASSEMBLY. HOWEVER THE NEW AMBASSADOR ALSO WARNED THAT THE US WOULDN'T AGREE TO DOUBLE STANDARD ON UN COSTS AND RESERVES THE RIGHT TO REFUSE TO PAY IF IT HAD STRONG AND COMPELLING REASONS FOR DOING SO.
