Description
This city's authorities are experimenting with a new method of combating juvenile delinquency that substitutes forestry camps for jail cells. Youths who go bad are sent to a mountain camp where they live in a community of their won under trained psychologists, with no guards or fences to keep them from running away. The boys have their own government, their own society patterned on the one they must eventually live in, they live under a firm but not harsh discipline. Above, the boys do a bit of farming on the camp grounds.

Photo is dated 1941.
