Paris France's success is colonial administration has been attributed to the official attitude that a French colony is merely an extension of the soil of France proper. And when a colonial chieftain visits Paris, as many did for the July 14th fetes, he is treated as a Frenchman. July 14th celebrations are over but many dignitaries from French African possessions dislike breaking away from Paris to return to native lands. Here are two guests enjoying themselves at a cocktail party for the distinguished guests, given at the home of M. Provost, leader in Paris. Mlle Xuan Madeselaire, of Cameroun, is proposing a toast in champagne. Her friend gallantly neglects his hors D' Oeuvre to laugh with her.
