GUARDIAN - Civil affairs in Washington during the war were under the control of the city marshal. Into this post Lincoln had put Ward Hill Lamon, who had been Honest Abe's partner in the old days when the President was riding court circuit in Illinois. He had come east at the time of Lincoln's inaugural to guard him against plots of assassination. To the end, Lamon's devotion to the President was almost doglike.
