Chief Signalman Chester B. Smith of Celina, Ohio, received the navy's highest decoration, the navy cross, in Philadelphia Friday. Admiral Robert H. Speck pinned both the cross and the silver star on Smith's uniform. He was honored for separate acts of heroism in Vietnam.
