General Laurence S. Kuter, commander of the North American air defense command, Wednesday night urged development of an anti-ballistic-missile system and a new long range interceptor for destroying enemy bombers before they launched...nuclear weapons. Kuter, whose command covers the defense of the entire North American continent, said those problems were the primary deficiencies which must be overcome.
