Jay Radlund, 4, whose parents were among the first families purchasing units in Milwaukee's North Meadows housing development, turned the first shovelful of earth at symbolic groundbreaking ceremonies at the Pfister Hotel Tuesday. He was "assisted" by Alderman Clarence Miller (left), Melvin Goldin, a partner in the firm of Recht-Goldin-Siegel, and Mayor Maier (right). The town house project, under FHA auspices, is a joint venture on the part of Recht-Goldin-Siegel and Mortgage Associates, Inc., the mortgage banking firm.
