Frank L. Taylor, 61, former publisher of The Milwaukee Sentinel, died of a stroke in his sleep Tuesday morning at his ranch near Santa Rosa, California. Mr. Taylor, who would have been 62 on December 31, had been in ill health for the last few years. He had suffered several heart attacks.
