Atlanta: Dean Rusk, shakes hand with Theophile Dotse of the Republic of Togo during meeting after the Secretary of State's address to the American Bar Association in Atlanta today. Dotse is the director of information for the tiny nation on the west coast of Africa. Rusk, a native Georgian, spoke almost entirely on the subject of foreign policy.
