Ronald F. Pollack, director of Food Research and Action Center, a national poverty law agency, tells Senate Select Committee on Nutrition and Human needs, as many as 4 million poor Americans will receive fewer food stamps if proposed administration regulations take effect. Proposed regulations would make stamps more readily available for poorest of poor but expense of poor people who are somewhat better off
