As the C-130A Hercules approached the runway of Howard Air Force Base in Panama, Senior Airman Dan Mehail looked out the plane's window at the dense tropical forests and mountain peaks below. The landing gear bumped the concrete. The prop ceased its rotation, the ramp door opened and Mehail walked into warm breezes and sunshine. His journey had been safe. It was February 5, fourteen days after the crash of the C-130A Hercules over Trujillo, Honduras. The plane had been trying to land at the Trujillo Airport to resupply the US Army's Regional Military Training Center, which trains members of the Honduran and Salvadoran armies. Milwaukee
