An eight-point elk stares at visitors in snow coach at Yellowstone Park. Elk might be returned to northwest Wisconsin as soon as 1995 for a UW - Stevens Point study on whether the animals can survive here. The U.S. Forest Service will rule next month on whether to permit research. Elk from the West could some day be part of a plan that would translocate the animals to part of the Chequamegon National Forest in Wisconsin. In August 1991, the State Natural Resources Board defeated a different proposal the reintroduce elk. The elk draws the hunters.
